Sarah Bellis-Jones

Public Protection Partner

Sarah has led collaborative services projects and partnerships for public sector clients since 1997 and has become a very experienced manager of multiple authority projects.  She started by creating a successful shared service across the Devon County footprint on behalf of Plymouth, Torbay and Devon Social Services and the (then) two health authorities.  During five years running a multi-site information service she acquired invaluable experience into both the strategic and operational issues of joint working, and while managing the procurement and the implementation of new systems, refined pre-existing organisational and change management skills.

On moving north, Sarah joined the North West Centre of Excellence and successfully delivered a series of projects.

For the past 4 years Sarah has led a programme of transformation for the 10 Greater Manchester public protection services and GMFRS during which she acquired deep understanding of the changing shape and direction of regulatory services.   The programme was built on solid governance arrangements and Prince2 methodology. Sarah is a qualified and experienced Prince2 practitioner.

The main focus of effort was a major research and development project to develop a cross-discipline approach to business compliance assessment and the outcome is a new service, soon to be endorsed by national regulators and professional bodies, and preparing to ‘go live’ as a shared service for Greater Manchester authorities from October 2010.

Sarah has recently conducted a feasibility study for shared regulatory services for another group of authorities.  Across the five authorities projected savings are in the region of 18-23%.  Sarah is keen to share and develop her knowledge of regulatory services and shared service development.

John Bishop

Consultant

After spending fifteen years in Computer Operations Management John moved into sales initially working for several for distributors of main brand hardware before joining the Digital Equipment Company, the second largest computer manufacturer in the world during the 1980s and early 90s. Here, he sold mainframe and mid-range systems and networks and finished up as UK Channels Product Sales Manager.

In the mid 90s John joined a fledgling Internet company which started out selling Internet connectivity, both industrial and domestic, and the experience of this ‘new’ technology coupled with the many years previous experiences gave him a profound understanding of technology and the many ways in which it could be put to use. This proved extremely useful as the Internet company grew and transformed into an Internet Business Solutions Company where he was often called upon to analyse business processes, often highly complex, in order to map and design appropriate solutions, the software being written by his own company. John became Channels Director where he established a network of re-sellers who often called on him to advise on process analysis and solution design.

Throughout his career he has become increasingly aware of the opportunity that exists in companies of all sizes to both improve their business performance whilst reducing costs through process streamlining often, but not necessarily, using technology as the improving agent. On numerous occasions, following initial discussions with prospective clients, he has seen them immediately indulge in process redefinition once they understand the technological capability of a possible solution outlined.

Times are tough with a major round of cost cutting about to hit the Public Sector in particular and it is inevitable that all processes will come under scrutiny to determine how they can be re-engineered to cut waste and increase efficiency. John relishes the challenge to help business and Public Sector bodies to capitalise on this imposed opportunity to make dramatic and lasting improvements whilst ensuring the highest quality people are retained to conduct rapid process transition and smooth operation.
